This thread is resolved. Here is a description of the problem and solution.
Problem:
All Cluster markers of Toolset Maps do not appear.
Only Custom Cluster markers work.
Solution:
This was a BUg in Toolset Maps 1.1
It is solved in Toolset maps 1.1.1 and above.

The cluster marker image files are getting 404s because Google seems to have shut down hidden link and moved to github:

Specifically, the image folder for the cluster markers should now be something like

Right now, all the clusters have no image background, which makes them almost impossible to see. (Try to see them on my attached screenshot!)
As a quick fix, I just update the URL in line #192 of markerclusterer.js in the plugin.
